Turning Opportunities into Action

Growthsetters Oy is a Finnish growth-focused company that helps organizations turn strategy into action. Rather than operating as traditional consultants, Growthsetters positions itself as growth-makers with hands in the dirt—working closely with clients to deliver practical methods, skills, and measurable results.

As Growthsetters’ work increasingly involved public-sector and commercial tenders, a familiar challenge began to grow alongside the opportunity pipeline.


When Opportunity Volume Becomes a Bottleneck

Business offers and procurement requests are published every day across platforms such as Hanketori, Hilma, and TED. Each opportunity can include multiple links, long documents, and detailed requirements—often with tight submission deadlines.

For Growthsetters, reviewing these offers manually had become increasingly difficult. Each evaluation required opening emails, following links, reading documents, and assessing both business and technical fit. A single offer could take 15–30 minutes to review, and as volumes grew, many offers were never reviewed at all.

This created a real risk: valuable opportunities could be missed simply because there was not enough time to evaluate everything consistently.

Growthsetters needed a way to ensure every incoming offer was reviewed—quickly, systematically, and with a clear view of relevance—without adding more manual work.


Introducing Business Offer Evaluation (B.O.E)

Together with Skillwell, Growthsetters began developing the first phase of an AI-driven Business Offer Evaluation (B.O.E) tool.

The idea was simple in principle, but ambitious in execution: an intelligent system that automatically reads incoming offers, understands their content, evaluates relevance from multiple perspectives, and delivers a clear summary to the team—before a human ever needs to open a document.

B.O.E was designed to act as an always-on evaluator, working quietly in the background and surfacing only what matters.


How the Evaluation Happens

When a new offer arrives by email, the system automatically takes over. Links inside the message are identified, their content is retrieved, and the material is structured into a form the AI can reason about.

Before invoking AI, a lightweight first evaluation filters out clearly irrelevant material. This keeps the system fast and cost-efficient. Offers that pass this stage are then evaluated by an agentic AI powered by Amazon Bedrock, which reviews the opportunity step by step.

The AI examines the offer from multiple angles—technical fit, business value, and potential risks—before producing a concise summary and a relevance score. The final assessment is delivered directly to Slack, where the team can immediately see whether an opportunity deserves further attention.

To Growthsetters, the experience feels seamless: instead of digging through inboxes and documents, the team receives structured insights exactly where they already work.


From Manual Review to Continuous Coverage

Before automation, reviewing offers required focused human effort—and even then, coverage was incomplete. After introducing B.O.E, the change was immediate.

Initial evaluation time dropped from tens of minutes to under one minute, with human effort reduced to near zero for the screening phase. Most importantly, 100% of incoming offers are now processed, ensuring no opportunity is overlooked simply due to lack of time.

The system does not replace human judgment. Instead, it removes the repetitive work that previously stood in the way of good decisions—allowing people to focus only on offers that truly deserve attention.


Built to Scale Without Friction

B.O.E runs entirely on AWS using a fully serverless, event-driven architecture. This means the system scales automatically with irregular offer volume and carries no idle infrastructure cost.

Agentic AI plays a central role. By using Amazon Bedrock Agents, Growthsetters gains structured reasoning, consistent evaluations, and reliable output formats—without maintaining custom AI infrastructure or models. The result is a solution that is powerful, predictable, and easy to evolve.


Learning and Improving Over Time

As with any intelligent system, the first phase revealed opportunities for improvement. While the evaluator performs well overall, some borderline offers still reach Slack and require manual dismissal.

This has provided valuable insight. Reducing false positives requires deeper domain grounding, better negative examples, and continued prompt refinement. These learnings are already feeding into the next development phase, with the goal of making evaluations even sharper and reducing noise further.

Business Offer Evaluation is not about chasing every opportunity faster. It is about creating clarity in a noisy environment.

By combining agentic AI with serverless automation, Growthsetters now has a reliable way to stay ahead of incoming opportunities—without increasing workload or complexity. The system ensures nothing is missed, time is spent where it matters most, and growth decisions are supported by consistent, structured insight.

This project marks the first step in a broader direction: using AI not as a standalone tool, but as a practical part of everyday business work—quietly improving focus, speed, and confidence where it counts.
